The third International Conference on Taxpayer Rights will be held in The Netherlands, on May 3-4, 2018. The conference will be hosted by the International Bureau of Fiscal Documentation (IBFD) and sponsored by Tax Analysts.
The conference is convened by National Taxpayer Advocate Nina Olson of the U.S. Internal Revenue Service’s Taxpayer Advocate Service, an independent organization within the IRS that protects taxpayer rights and helps taxpayers resolve problems that cannot be resolved through regular IRS channels. It brings together government officials, scholars, and practitioners from around the world to explore how global taxpayer rights serve as the foundation for effective tax administration.
For two days, speakers, panelists and attendees will discuss tax policies and trends, including privacy and transparency in tax administration, taxpayer rights in multi-jurisdictional disputes, the taxpayer right to quality service, the impact of penalties on taxpayer trust, and transforming the cultures of tax agencies and taxpayers.

- Preventing Disputes 1: Developing early Warning and Intervention Systems

These and many other invaluable key points on taxpayer rights will be highlighted during the May 3-4, 2018 conference sessions.

More than 160 individuals from over 40 countries were represented at the conference last year. The conference kicked-off with panel discussions on frameworks for taxpayer rights, including a review of the sources of taxpayer rights and the legal implications associated with international taxation. The collective group of tax officials and representatives also gathered for a fireside chat, providing a forum for sharing ideas from across the globe, and exploring the right to quality service in an era of reduced agency budgets. The two-day conference concluded with robust dialogue, encouraging a better understanding of how taxpayer rights provide a framework for effective tax administration and how to advance these rights within a tax system.
