Non-filers now have until November 21 to register for their Economic Impact Payment (EIP).

Eligible individuals, with little or no income and who are not normally required to file tax returns, now have more time to claim an Economic Impact Payment (EIP) using the IRS Non-Filers tool.

The tool is designed for U.S. citizens, permanent residents and qualifying resident aliens who have a valid Social Security number, could not be claimed as a dependent of another taxpayer, and had adjusted gross incomes for 2019 typically at or below $24,400 for married couples filing jointly, and $12,200 for filing single. This includes homeless individuals and couples.

Individuals in this group should use the Non-Filers tool to claim their EIP, but they need to act by November 21 to receive their payment this year.

Please note the additional time into November is solely for those individuals who have not received their EIP and don’t normally file a tax return.

Anyone using the Non-Filers tool can begin tracking the status of their payment beginning two weeks after they register, by using the Get My Payment tool, available only on IRS.gov.

Individuals who are not normally required to file a tax return will need to wait until next year and claim the recovery rebate credit on a 2020 Federal income tax return if they miss the November 21 deadline.

For taxpayers who requested an extension of time to file their 2019 tax return, the filing deadline remains October 15, 2020 (regardless of whether they are eligible for EIP); they should NOT use the Non-Filers tool.

Low Income Taxpayer Clinic Assistance

Some Low Income Taxpayer Clinics (LITCs) may be able to help individuals whose household income does not exceed 250 percent of the Federal Poverty Guidelines with completing the IRS Non-Filers tool or filing a 2019 tax return in order to claim the EIP.

The following LITCs have stepped forward to provide assistance to eligible taxpayers for claiming the EIP, subject to availability of services. Some LITCs serve only specific geographic areas, so it is recommended that taxpayers contact an LITC near them, when possible.

Note: For individuals needing assistance with the Non-Filers tool, please be aware that LITCs were originally authorized to assist with EIP claims only until October 15, 2020. However, an extension of that timeframe is under consideration. So, if you are looking for help from one of the LITCs listed above and it is after October 15, you should contact the LITC directly to inquire if they can still assist you.

For low-income taxpayers who have a filing requirement but who have yet to file a 2019 tax return, all LITCs are permitted to help with preparing and filing that return, without regard to whether it is after October 15. Those taxpayers should contact an LITC near them and determine whether the LITC has the resources to provide assistance.
